1. LETTER CAMPAIGN
There will be two letters, one from constituents and one from nonconstituents.
For instance; To Waxman in his capacity as Congressman from his constituents only, and To Waxman in his capacity as chair of the Government Oversight Commitee from nonconstituents. The letters should be accompanied by some signatures, if possible, but those willing to add their signature could, instead, send their own letter. The letter campaign should be coordinated with other Sky Watch groups and staggered for maximum and sustained impact.
1a. The first objective is to elicit responses from elected representives. Hopefully positive responses, however unlikely.
1b. Regardless of the type of response, the goal is to document all communications in order to create a body of evidence showing our attempts for Redress of Grievences, as guaranteed in the first amendment to the Bill of Rights of the Constitution.

Dear Congressman Waxman: Please consider this letter as a notice and demand for a comprehensive status report to inform your constituents regarding the protracted and continuing operation of aerosol spraying by high flying jet aircraft over the skies of the Los Angeles and its environs. Perceived as authorized within the armed services and specifically under operations by the United States Air Force, the existence of aerosol spraying has been denied by that branch of service. The U.S. Air Force is on record of referring to what are popularly referred to as chemtrails, as a hoax. I do not expect the Air Force to disclose to the public what they may acknowledge as a black operation. However, the phenomenon of aerial spraying since the late 1990s has been widely documented, and evidence of chemtrails are seen as a direct assault upon the population on the ground, whose conditions of health have been compromised by the effects of substances that are directly attributable to aerial spraying by high flying jet aircraft. The residues of aerosol spraying have even been collected and submitted to the Environmental Protection Agency of the United States, to no avail. The EPA has studiously declined to even examine the samples of aerosol spraying, and has not performed this much needed public service of offering an analysis of substances submitted. Apparently, the EPA is afraid that analysis of the samples collected may compromise the secret of why aerosol spraying over populated areas in this country has been conducted. The websites identified below have been established to focus the public’s attention upon this aggravated condition of aerial spraying of which strong circumstantial evidence exists that it is harming not only the health of population centers subjected to repeated overflights by aerosol spraying aircraft, but also the environment by adversely affecting normal weather patterns, such as would bring particular rainfall to southern California in the winter months. Since aerial spraying began, the precipitation of much needed rain in winter in the Los Angeles area is virtually non-existent. That this program of clandestine operations should have such wide ranging and global impact, also suggests that the weather and climates affected internationally may have particular ramifications with what is popularly referred to as global climate change and warming. It is hoped, Congressman (congressman’s last name), that citizen outrage over the unacceptable conditions already visited your congressional district by the protracted and ongoing covert program of aerosol spraying by aircraft of unknown origin and authorization, should not have to contemplate separate if not class action litigation against the United States, in not only federal court, but in the International Court. The cause of action is treason under the Constitution for the United States at Article 3, Section 3, Clauses 1 and 2. [Section 3. Treason against the United States, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court. The Congress shall have power to declare the punishment of treason, but no attainder of treason shall work corruption of blood, or forfeiture except during the life of the person attainted.] Named in such litigation may be elected officials whom your acquaintance with may be familiar. Such a case would be won on circumstantial evidence alone, and Congress would be collectively impressed into conducting a trial of officials for high crimes and misdemeanors. Let it not be forgotten that the American people at large are the state in fact, and treason is the act of levying war against the several states by those whose ostensible allegiance is not to a foreign power. It is high time that the American people be fully apprised of what kind of program is being orchestrated by means of the covert aerial spraying program which covers much of the North American continent. If you can assert categorically that the United States government is not conducting the aerial spraying throughout the continental United States and even abroad, it can only be concluded by citizens everywhere that we are being attacked by agents of a belligerent entity. That the Air National Guard appears powerless to challenge these flyovers by aerosol spray planes strongly infers covert collaboration, which not only implicates the United States government but also the state government in Sacramento. Because treason is already concluded, appropriate action representing the first steps of discovery is reflected within this correspondence. Please acknowledge this letter within 30 days of this certified mailing, and advise whatever length of time you may need to launch an appropriate investigation into the matter of aerial spraying within your congressional district, and as this program impacts other geographic and political districts on the North American continent. Dear Congressman Waxman: Please consider this letter a legal notice exhibiting my awareness of covert and overt aerosol and chemical spraying operations by various aircraft above the Los Angeles area, and also above the entire United States, and the World. I hereby demand a comprehensive report concerning these protracted and blatant military aerial aerosol chemical-spraying operations, as well as what you can find out about their relationship to the public health. I believe it is your duty and responsibility to inform your constituents regarding these operations which are being deployed daily via jet aircraft of many different types, which seem to even include Unmanned Aerial Vehicles (UAV's). I also demand your assurances that these remote controlled aerial vehicles (UAV/Drones) have not crashed during any past operations, thereby posing not only a hazard within the air we breathe, but upon the very ground we inhabit. Every avenue of my personal inquiry concerning these aerial sprayings has resulted in nothing but official denial, and I want that stopped immediately. I am not a child, but a full grown functioning adult living in the Los Angeles area. My senses and my reasoning abilities are operating at full capacity, which is to say I am quite capable of looking skyward and seeing these cloud-creating operations which are happening on a daily basis. I will be put off no more. The denials must stop and I am counting on you and your office to get to the bottom of this issue and supply us, your constituents, with the facts. That is your job, sir, and I thank you in advance for your cooperation in this investigation. The websites identified below have been established to focus public attention upon the many aggravated conditions caused by aerial chemical spraying, to which strong circumstantial evidence exists. There is a vast corpus of evidence concerning harm to the health of the subject populations, who, I must add, are also being physically and even mentally conditioned by these repeated over flights of chemical spraying aircraft. Also being noted is certain irrefutable harm to the environment, due to adverse weather patterns being created, in seeming conjunction with the chemicals involved in these sprayings, some of which are said to be actual petroleum products! Since aerial spraying began, precipitation in the Los Angeles area (And elsewhere) is virtually non-existent, and this is now well noted by many. Barium oxide, a known desiccant, is just one of the patents we have studied concerning these particulate sprays, and that certainly has something to do with the lack of rain since these operations began. In a word, drought has been CREATED, and this amounts to an attack on the American people. Whether this attack is the product of intent, foolishness, or simple human error, is actually beside the point.
