There are now, on an almost daily basis, Aerosol Spray Operations taking place over the population of the United States as well as much of the world. The aircraft involved in the program are most certainly military and military contractors.

Contrails (exhaust/vapor/condensation) are not Chemtrails (spray/aerosolized sub-micron sized particulate).
A Contrail is condensed water vapor formed by a reaction between hot humid air from a jet engine's fuel combustion exhaust, and cold air (typically -40°F at 26,000 ft altitude), suspending vapor and frozen water crystals in the upper atmosphere. It dissipates as the environmental conditions change or the winds and other atmospheric conditions change. If the ambient relative humidity is high a lasting contrail can result.
Chemtrails are aerosolized particulates, intentionally sprayed/released from aircraft, which react with solar energy to form plasma, containing metals, salts, mycoplasmas, bacteria, viruses, and stealth pathogens, that saturate the atmosphere and the humans inhabiting it. It does not dissipate, it spreads and falls.

"Chemtrails" are mentioned in House Bill HR 2977: Space Preservation Act of 2001, introduced by Congressman Dennis Kucinich, where they are listed under "exotic weapons systems" to be banned under the bill. This is an official acknowledgment of such weapons systems. Chemtrails were omitted from later versions of the bill, HR 3616, HR 3657, and HR 2420: Space Preservation Act of 2005 respectively. Various test results show airborne aluminum, barium, calcium, magnesium and titanium, microscopic fibers, as well as biological elements in areas exposed to chemtrails.

In 1977 Senate hearings on Health and Scientific Research confirmed that 239 populated areas had been contaminated with biological agents between 1949 and 1969 due to direct military weapons testing on the population.
